Who has the authority to make the switch to hand-marked paper ballots (HMPB) in Georgia?
1. The Georgia legislature can make a law.
2. The Georgia legislature can ask the State Election Board (SEB) to make a rule, or ask the SEB to implement paper back-up balloting (which are hand-marked ballots).
3. The SEB can direct counties to comply with laws and use the paper backup system.
4. The SEB can recommend that the legislature make a law.
5. County election boards can implement temporary use of back-up balloting when a voting system cannot comply with law or is not operating properly.
6. A court could order a change in response to a lawsuit.
